Overview

The Shenton Park Hospital Redevelopment Improvement Scheme (Scheme) was gazetted 17 January 2017 and is now the operative planning scheme for the former hospital site. This document is supported by a suite of planning documents that are to be read in conjunction with the Scheme and form part of the local planning framework for the site. They include a Local Structure Plan, Single and Grouped Dwelling Design Guidelines and Multiple Dwelling and Mixed Use Design Guidelines. This planning framework continuously reviewed and refined as necessary.

Through implementation of the Design Guidelines, it has become apparent the guidance and controls relating to visual privacy could be improved.

The Western Australian Planning Commission (WAPC) is seeking comment on the following amendments to the Design Guidelines:

Area A: Multiple Dwellings and Mixed Use

Amend 6.2 Primary Building Controls Design Objectives as follows (new text bolded):

6.2 PRIMARY BUILDING CONTROLS

Design Objectives

  • To ensure future development responds to the desired scale and character of the street and local area.
  • To allow for each precinct and building to have adequate access to daylight and natural ventilation as well as visual and acoustic privacy.
  • To create streetscapes and building scale in keeping with the desired area character for each precinct as laid out in area.

Insert new section 6.2.6 – Visual Privacy and Development Control 35 as follows:

6.2.6 VISUAL PRIVACY

Development Control

DC35 Minimal direct overlooking of primary living areas, active habitable spaces and outdoor living areas of adjoining dwellings, shall be achieved through:

  • Building layout and location;
  • Design of major openings;
  • Landscape screening of outdoor active habitable spaces; and/or
  • Location of screening devices.

Area B: Single Houses and Grouped Dwellings

Amend section 5.4 as follows (new text bolded):

5.4 Visual Privacy, Safety and Surveillance

Design objectives

  • Montario Quarter aims to provide opportunities for casual surveillance from homes into the public realm, whilst also ensuring privacy and security.
  • Strong community relationships are fostered through the development, with all new dwellings having direct visual connection with the street and/or adjoining open space areas.
  • The design, layout and architectural quality of the building edges, particularly at ground level, has the potential to contribute to the activation of the streets and public spaces.
  • To design buildings to minimise adverse impacts on the privacy of adjoining dwellings.

Development Control

DC19 The size and position of windows from living spaces, balcony openings, hospitality and commercial areas shall be designed to promote natural surveillance of the public realm.

DC20 Developments are to incorporate design principles of Crime Prevention Through Environmental Design (CPTED). Developments should be designed to engage with and activate the public realm, particularly at ground level.

DC21 Proposed access ways shall provide adequate lighting and passive surveillance to meet CPTED principles.
